What the Court ordered
In view of the above, we are of the considered opinion th at the Bench in Preetam Singh’s judgment in laying down that conditions of service of the employees do not constitute the functions of the Vikas Parishad erred, it having not considered other provisions of Sections 8, 92, 95(1)(f) and the expression subject to the provisions of this Act, rules and regulations as occurring in Section 15(1).
