The appellant, an Indian Trade Service officer appointed in 1989, was graded OUTSTANDING or VERY GOOD in his ACRs from 1994 to 2008-09 and never scored below 8 out of 10 in his APARs thereafter (including 9.8 and 9.6), with integrity certified as beyond doubt throughout save for a 1998-99 entry noting complaints in which 'no substance' was found and a 2014-15 entry stating 'there is room for improvement'. He was found fit by the UPSC and, with ACC approval, placed in the Senior Administrative Grade at Joint Secretary level on 16 November 2017, regularised on 27 February 2018.…
