The appellant was issued a caste certificate in 1984 certifying him as belonging to the 'Tokre Koli' Scheduled Tribe, on the strength of which he was appointed Junior Engineer (Civil) with the Municipal Corporation of Greater Mumbai on 21.10.1994 and promoted in 1999; he obtained a fresh certificate in 2000 after misplacing the original. On a 2008 reference for verification, the Police Vigilance Cell relied on old family records recording his paternal ancestors' caste as 'Koli', 'Hindu Koli' and 'Hindu Suryawanshi Koli'.…
