The informant and the accused were neighbours in Goa. The accused and her late father-in-law had raised a construction relying on a building plan which the informant alleged was an interpolated, forged copy of the original approved plan drawn by Mr. Agnelo Mascarenhas, and which was submitted as genuine to the Goa Coastal Zone Management Authority. On the informant's report, an FIR was registered in July 2012 under Sections 468, 471 and 420 read with 34 IPC; a chargesheet followed in 2016 and the Magistrate, on 21.12.2017, found prima facie material and directed framing of charge, which the Sessions Court upheld in revision.…
