For the aforesaid reasons, we allow this appeal and set aside the order dated 13.03.2019 passed in Writ Appeal No. 153 of 2019, by the High Court of Telangana at Hyderabad and confirm the order dated 25.02.2019 passed by the learned Single Judge in Writ Petition No. 23501 of 2018.
