In view of the above and for the further reasons stated above, all the respective Civil Appeals except Civil Appeal arising from SLP(C) No. 38036/2016 are hereby allowed and the impugned judgment and order dated 15.09.2016 passed by the High Court of Bombay, Bench of Nagpur passed in Writ Petition No.2695 of 2015 is hereby quashed and set aside.
