We are of the view that despite the fact that there has been delay on the part of the State and its 426 SUPREME COURT REPORTS [2012] 7 S.C.R. A authorities in giving effect to the observations made in the two aforesaid cases, there was no willful or deliberate intention on their part to defy the orders of this Court.
