In view of the above, we allow these appeals and set aside the impugned judgment and orders passed by the Division Bench of Gauhati High Court and remand the matter F to the High Court with a request to dispose of the appeals as early as possible, at any rate, within six months from today after ensuring that proper parties are impleaded.
