We are of the opinion that the view taken by the High Court of Allahabad cannot be sustained and accordingly we C allow all these appeals and set aside the impugned order dated September 26, 1997 passed by the High Court of Allahabad in Writ Petition Nos. 9990, 23496, 15746 and 20187 of 1997 and dismiss the same with no order as to costs.
