What the Court ordered
We hold that the condition contained in para 4( d) of the Government Order cannot be sustained. it is true as contended on behalf of the appellant that the State Government is empowered to impose conditions while granting exemption under Section 20 but such conditions cannot run contrary to or defeat the provisions of the Act.
