For the foregoing reasons, all the orders passed by the High Court in writ petitions filed by the respondents are set aside and all the appeals filed by the appellants herein stand allowed reserving liberty to the appellants E herein to proceed further pursuant to the show cause notices issued and decide the matter in accordance with law after affording opportunity to the respondents.
