What the Court ordered
We hold that respondents contemners have not complied with the order dated 29.2.88 effectively E and in appropriate manner but there is some doubts whether the disobedience to the Judgment or neglect to comply with the Judgment or order was willful or not and accordingly the respondent/contemners are entitled to benefit of doubt and hence, we do not propose to inflict any punishment to the respondent/contemners.
