What the Court ordered
In view of the aforesaid definition of "person" in Rule 2(1) and in view of the embargo contained in Rule 3, even the Central Government will not be entitled to undertake any quarrying operations, unless such permit is granted and it must be in accordance with the terms and conditions of the permit.
