What the Court ordered
In view of the aforesaid provisions of the Act, the directions/guidelines issued by the Central Government indicating the periods for which the life of a panel would kept alive has a binding effect on the bank, and therefore, in our considered opinion so far as the life of the panel prepared by the rural banks are D concerned it must be held that same remains alive ordinarily for a period c of one year.
