For the aforesaid reasons, the order of the Administrative Tribunal dated 14.8.1987 passed in O.A. No. 47 of 1990 is set aside and the case is sent back to the Tribunal for decision on merits preferably within three months from the date of receipt of the copy of the Judgment.
