JUDGMENT: J U M N T S. SAGHIR AHMAD. J. Leave granted. 2. I have gone through the judgment prepared by my Esteemed Brother, Hon. Ramaswamy, J., but for the reasons which I shall shortly indicate, I am unable to agree with the interpretation placed on Section 21 of the Chartered Accountants Act, 1949 (for short, the "Act"), as also on the Regulation 16 framed thereunder. Consequently, I do not also agree with the proposed final decision as, in my opinion, the present appeal is liable to be dismissed and the judgment of the High Court has to be upheld.…
