We are of the view that the order of 19.2.1986 attracts the provisions of sub-section (3) of Section 11-B of the Act which has come E into force on 20.9 .1991, the respondents are not entitled to take advantage of the said order unless they succeed in 'bowing to the statutory authorities that they had not passed on the whole or any part of the duty in question to others.
