What the Court ordered
In view of the aforesaid conclusion, it is not necessary to go into the alternative contention canvassed by shri Dave, learned Senior Counsel for the appellant, about the applicability of Notification No. 217 of 1986 dated 2.4.1986 as amended from time to time . In the result, these appeals succeed and are allowed.
