JUDGMENT: J U M N T Mrs. Sujata V. Manohar, J. Delay condoned. Leave granted. These appeals are from a judgment of a Full Bench of the Central Administrative Tribunal dated 29.9.1988 delivered T. . No.90 of 1987 along with O. No.146 of 1986. By a subsequent amendment in these appeals, the consequential judgment of the Central Administrative Tribunal dated 6.8.1993 in T. . No. 90 of 1987 along with O. . No. 146 of 1986, giving effect to the said Full Bench judgment of the Tribunal and also decoding another issue raised in O. .No.140 of 1986, has also bean allowed to be challenged.
