For the foregoing reasons, this ap peal is allowed, the judgment of the High Court dated 29.11.1989 in SAO No. 384 of 1987 set aside and the order of the Rent Control C Tribunal dated 17.10.1987 affirming the order of the Rent Controller dated 16.2.1987 restored Parties are left to bear and pay their own costs in this appeal.
